A Brief  Introduction
          Shandong  Water Conservancy Vocational College is a provincial public full-time college with  water conservancy and engineering as its advantage. It has a 60-year history of  vocational education. The college always adheres to “people-oriented and water-based”  management philosophy, taking as its motto the old saying of “Water-like  great virtue with a broad open mind like the sea”. The school aims  to serve the society and polish its brand with water conservancy as its characteristics,  engineering its advantages. It has earned the following titles as “ A National  high-quality Water Conservancy Higher Vocational College”, “A National Modern Apprenticeship  Experiment Site”, “One of the First Batch of National Water Conservancy Higher Vocational  Model Colleges”, “Shandong High-quality Higher Vocational College”, “One of the  First Batch of Skilled Talents Cultivation in Shandong Province”, “Excellent College  for Employment in Shandong Province”, “ An Outstanding College for Moral Education  in Shandong Province” The college won its fame as “The National Water Industry  Skills Talent Cultivation Outstanding Contribution Award”, “National Vocational  College Charm Campus”, “National Water Conservancy Staff Education Advanced  Collective”, “Shandong Province University Sports Excellent Unit”, “Shandong  Province School-enterprise Cooperation Integrated School Model School”, “Shandong  Province Education Informatization Experiment Base” and other honorary titles. 
Hardware and Facilities
          The  college covers an area of 262 acres; the total construction area of the school  building is 537,000 square meters; the total value of teaching equipment is 138  million yuan, and the library has more than 1.02 million books. The college has  110 campus training workshops such as hydraulic training ground, engineering  construction training center, mechanical processing center, logistics  warehousing and distribution center, and 13 factories which is in the college, integrating  student training and vocational skills appraisal. Besides, the college has  cooperated with enterprises to build more than 300 fully functional off-campus  training bases. Among them, the construction engineering technology training  base is a vocational education training base construction project supported by  the central government, and the hydraulic training field is a national water  conservancy key professional internship training base.
Faculty team
          The  college pays attention to the organization of faculty, actively cooperates with  the industry enterprises, introduces and trains professional leaders and  backbone teachers who have exerted great influence among industries in the  country, and builds high-level talents composed of enterprise experts,  technical backbones and skilled craftsmen. The expert resource pool has formed  a “double-skilled”  faculty with reasonable structure, excellent business, noble  morality, innovation and vitality. The college has 613 full-time teachers,  including 35% with associate professor and senior professional and technical  positions, and 55.15% of Master`s Degree and above. The proportion of “double-skilled” faculty accounts for 73.74%. Our  teachers won 2 second prizes and 2 third prizes in the teacher skill  competitions such as the National Informatization Teaching Contest. In the  teacher skill competitions such as the Shandong Informatization Teaching  Contest, some of them won 6 first prizes, 4 second prizes and 5 third prizes.  Professor Pashna, a Russian foreign teacher, was awarded the first “Rizhao  Friendship Award” for her outstanding work performance and was awarded the  honorary citizen of Rizhao City in December 2015.

          The  school has highlighted the characteristics of water conservancy and created advantageous  majors. In accordance with the development guide of “Develop Majors by taking  advantage of industry and, in turn, promote the industry with the help of  well-developed majors”, the college gives full play to the leading role of the  school council. Under the guidance of the professional construction committee,  according to the requirements of the national and Shandong development  strategies for talent training, the college actively adjusts the service  orientation, optimizes the professional structure, actively adapts to the needs  of water conservancy industry and local economic construction, and cooperates  with industry enterprises to build water conservancy projects and management, modern  transportation engineering technology, modernization construction and  management of the construction industry, intelligent equipment manufacturing,  information technology and other eight professional groups. And the  professional system is more perfect, the quality of professional connotation is  obviously improved, and the full coverage of the professional water conservancy  majors is basically realized. A group of high-quality specialty brands  represented by water conservancy engineering and management, have played a  leading role in the similar institutions in Shandong Province and even the  whole country, thus forming a professional group of “water conservancy  characteristics and engineering advantages”. It provides a strong talent  support for the development of modern water conservancy and regional economy.
With the reform of the cooperative development mechanism and innovation of the talent fostering model, the college insists on the school-enterprise cooperation as the key path for improving the quality of talent fostering. It has successively carried out in-depth cooperation with well-known large and medium-sized enterprises such as China Water Resources and Hydropower Engineering No. 13 Engineering Co., Ltd., Rizhao Port Group Co., Ltd., Shandong Wuzheng Group and JD Group. The school-enterprise talent fostering system of “major and curriculum co-construction, teaching materials co-editing, co-training of teachers, sharing of workshops, and talent co-education” was constructed. With the goal of enterprise post-oriented abilities and quality requirements, the company’s professional ethics and spirit are integrated into the whole process of the course, and the ability module learning required by the enterprise is also strengthened in the training and internship. The college combines teaching, production, service, application with vocational education organically, realizing the collaborative innovation of the school-enterprise cooperation mechanism and the talent fostering mode, and improving the quality of talent fostering. Therefore, it was twice rated as a model school for school-enterprise cooperation in Shandong Province by the Shandong Provincial Department of Education.
Talent Development
          As  the only water conservancy higher vocational college in Shandong Province, we are  responsible for cultivating modern water conservancy and high-quality technical  and technical talents in serving the “the Belt and Road initiative” and  promoting the construction of Shandong Modern Water Conservancy Model Province.  Based on the demand for talents in the water conservancy industry and regional  economic development, the college clarifies the goal of talent fostering, adheres  to the integration of production and education, school-enterprise cooperation,  teaches students in accordance with their aptitude, and characteristic  development. So far, nearly 100,000 graduates have been delivered to society in  the fields of production, construction, management and service. It has become a  “reservoir” for high-quality technical talents in Shandong Water Conservancy,  providing solid talent and intellectual support for water conservancy and  regional economic development. 
We recruit students from 20 provinces, municipalities and autonomous regions such as Shandong, Tianjin, Hebei, Jiangsu, Anhui and Liaoning. In the past three years, the first-choice online rate has exceeded 100%, the professional employment rate of graduates has reached more than 86%, the proportion of graduates who have obtained vocational skills qualifications has reached 100%, and the overall employment rate of graduates has exceeded 97%. The employment rate of large enterprises such as China Water Resources and Hydropower No. 13 Engineering Bureau Co., Ltd., Shuifa Group Co., Ltd., Shanghai Marine Engineering Construction Co., Ltd., Haier Group and Rizhao Port Group Co., Ltd. exceeded 10%, ranking in the province’s higher vocational colleges. Our students have won 21 special prizes, 41 first prizes, 69 second prizes and 60 third prize in national vocational skill competitions, national water conservancy vocational college skill competitions, Shandong vocational skills competitions and other provincial-level competitions.
Integration of Production  and Education and Innovative Development
          To  construct a three-dimensional social service system, the college persists in  the water conservancy industry, serves local economic and social development,  and builds a three-dimensional social service system around scientific research  and development, technical services, talent fostering, skill appraisal, partner  assistance, and community service. In the past three years, 114,386 people have  completed their professional training in water conservancy industry, training  of Shandong Provincial Water Resources Director, training of immigration cadres  in the reservoir area, and training of rural labor transfer. A total of 37  types of work and 16,200 people of vocational skills appraisal work were  carried out. The “six-ring and forty-two-step” training mode was adopted and  applied by the China Water Conservancy Education Association as the national  water conservancy employee education research results. Utilizing seven  technical qualifications such as hydrology and water resources survey and  evaluation, it has completed more than 60 technical services such as  construction project water resources demonstration, and jointly carried out  research and development of more than 10 new technologies such as sewage  treatment equipment and hydraulic machinery, and carried out more than 200  social services. The technical service amounted to 14.78 million yuan, creating  a social and economic benefit of 160 million yuan.
    To  form a strong research atmosphere, the college has always adhered to the  integration strategy of production, education and research. The teachers have  inherited and carried forward a good scientific research tradition and achieved  fruitful scientific research results. Among them, the national major technical  equipment development project “large-channel concrete mechanized lining forming  technology and equipment” won the second prize of national scientific and  technological progress, and the research results have been widely used in the  South-to-North Water Transfer Project, which has exerted enormous economic  benefits. In the past three years, the teachers have undertaken more than 500  research projects at the prefectural level and above, represented by the  national key project “Research on the construction of backbone ecological river  network and water ecological restoration technology in the Yellow River estuary  area”, and won more than 200 awards; more than 1,600 papers were published in  academic journals or the conference, including more than 400 papers published  in Chinese core journals, and more than 200 papers were included in the three  major searches (SCI, EI, ISTP); more than 500 patents were obtained, and more  than 200 textbooks were published.
Campus Culture 
          The  college adheres to the cultivation of spiritual culture and builds a foundation  for educating people. Also, it sticks to Xi Jinping’s theory of ecological  civilization construction in the new era, arming teachers and students,  educating teachers and students, and pursuing the core values of “people-oriented,  water-based” school-running concept, the school motto of “Water-like great virtue with a broad open mind  like the sea.” and the concept of harmonious coexistence with people. The   college  spirit of “unity, hard work, dedication and innovation” is mingled in the  pursuit of the spirit of “dedication, responsibility, and truth-seeking”, which  is enhancing the cultural identity of the people in the water, and leading us  to build a new era of ecological civilization. 
    Besides,  the college adheres to the normative behavior culture to create a cultivating  brand. It persists in the top-level design of water culture construction and  development, explores water culture resources and practices socialist core  values, building a culture system centered on “water culture” and cultural  brand featuring “water culture”. It provides talent and intellectual support  for national and local water culture construction. 
          In  addition, the college adheres to the construction of material culture and  creates an educational atmosphere. It coordinates the construction of campus  cultural landscape, pays attention to the exploration of campus architectural  culture connotation, and builds a campus water culture education base and water  culture research center represented by “Shui Jing Yuan”, further innovating the  water culture connotation, enriching the campus culture life of teachers and  students, creating a strong water culture education atmosphere, and promoting  the development of students’ professional ideals and professional spirit.
International Cooperation
          The  depth and breadth of international exchanges and cooperation between colleges have  been further expanded. Our college has established solid friendship and  cooperation with more than 10 universities in 7 countries and regions including  Russia National Agricultural University, Malaysia City University, Korea  International University, Kunshan University of Science and Technology and  Chaoyang University of Science and Technology, also have implemented 9  international cooperation projects. The college has long-term in-depth  cooperation with the Russian National Agricultural University and Russia’s  Ivanovo National Chemical University. The quality of Sino-Russian cooperation  in training students has been continuously improved. The international students  have achieved full coverage of undergraduate, master and doctoral degrees, and  nearly 500 international students who are standard international talents have  been trained. With the close cooperation with the Russian Ministry of Education  we have established the only Russian-level foreign language proficiency test  (training) center covering East China and North China, and have trained thousands  of bilingual talents to serve the strategic cooperation between China and  Central Asia.
